2009 Water/Sewer System Improvements
Overview:
The proposed construction is a combination of several Contracts, each making major improvements to the water and/or wastewater system components of MUB. The various Contracts are all expected to commerce at about the same time (currently scheduled to be awarded February 1, 2010), and to be executed concurrently. Construction is planned to be performed over a twenty four (24) month period, but with more of the work being performed in the first twelve months than in the last twelve months.
The prosposed water and sewer system improvements will be accomplished by a family of construction contracts funded by up to three external funding sources. The general scope of the various projects components, summarized by funding source, is as follows:
Municipal Bond: Improvements to the Water Treatment Plant (WTP) and related facilities are proposed in order to expand treatment and pumping capacity, and to provide overall improved treated water quality. Improved treated water quality will result primarily from addition of a membrane filtration process, improved flocculation and sedimentation, and improved chemical application and disinfection processes. The project will expand and update the existing Water Treatment Plant (WTP), including replacement of the raw water intake structure and raw water piping; addition of a new raw water pump; addition of a new two stage rapid mixer; replacement of existing flocculation equipment; addition of new effluent launders and weirs in the existing sedimentation basin; addition of three new intermediate pumps and new building to house said process equipment; addition of a membrane filtration process, including five banks of replaceable membrane modules, and new building to house said process equipment; addition of two new clearwell storage tanks; addition of new chemical storage and feed equipment to support the membrane filtration process and improved disinfection processes; replacement of existing chemical storage and feed equipment; installation of fire protection systems; addition of new, and improvement of existing, waste holding, processing, and pumping facilities; addition of new discharge piping and 24 inch transmission main; addition of new, and relocation/upgrade of existing miscellaneous pipelines and utilities, upgrade of existing electrical and other utility supply facilities; addition and upgrade of wiring, processors, transmitters, receivers, SCADA programming, and other miscellaneous control systems and/or components; miscellaneous site improvements, building improvements; and any and all miscellaneous appurtenances, improvements, additions, upgrades, relocations, and/or modifications necessary to update, expand, and/or improve the WTP, pumping stations, pipelines, transmission mains, storage tanks, shops/garages, offices, and/or related facilities which together comprise the Water System; including, but not limited to all related planning, design, engineering, inspection, testing, surveys, piloting, analysis, evaluation, accounting, legal, finance, contingencies, and administrative tasks necessary to properly plan and/or execute the work.
DWTRF Bond: Improvements to the Water System and related facilities are proposed in order to strengthen system reliability. Improved reliability will result primarily from addition of redundant facilities, especially in critical locations. A secondary benefit of the proposed work will be enhanced system capacity. The project will expand and update the existing Water System, including; addition of a 2 million gallon water storage tank at the Wiles Hill zone; addition of a 1 million gallon water storage tank at the South Park zone (at Osage); addition of a 16 inch transmission main to the Scotts Run zone; addition of a 16 inch transmission main to the Sabraton zone; addition of a 24 inch transmission main to the South Park zone (at downtown); addition and upgrade of wiring, processors, transmitters, receivers, SCADA programming, and other miscellaneous control systems and/or components; updating and expansion of the existing shop/garage and office facilities; addition of a new access road to the existing shop/garage complex; miscellaneous site improvements, building improvements; and any and all miscellaneous appurtenances, improvements, additions, upgrades, relocations, and/or modifications necessary to update, expand, and/or improve the pumping stations, pipelines, transmission mains, storage tanks, shops/garages, offices, and/or related facilities which together comprise the Water System; including, but not limited to all related planning, design, engineering, inspection, testing, surveys, piloting, analysis, evaluation, accounting, legal, finance, contingencies, and administrative tasks necessary to properly plan and/or execute the work. NOTE: in the event that, for any reason, the DWTRF is not used, the improvements described herein will be financed under the Municipal Bond.
CWSRF Bond: Improvements to the Sewer System and related facilities are proposed in order to strengthen system reliability, increase system capacity, and improve environmental water and air quality as it is affected by sewer system operations. Improved reliability will result primarily from addition of redundant facilities, especially in critical locations. A second benefit of the proposed work will be enhanced system capacity, which will help reduce discharges of Combined Sewer Overflows (CSO), thus improving environmental water quality. Environmental air quality will be improved by installation of odor control facilities at certain locations. The project will expand and update the existing Sewer System, including; addition of a new 36 inch force main from the existing Deckers Creek Pumping Station (DCPS) to the existing Wastewater Treatment Plant (WWTP); interconnection of the existing 16 inch DCPS force main with the above described 36 inch force main, and improvement of related yard piping at DCPS; installation of a grit collection chamber at the DCPS; replacement of two existing pumps at DCPS; addition of VFD’s to all four pumps at the DCPS; installation of odor control facilities at the DCPS; installation of a new 18 inch force main from the proposed Water Treatment Plant Pumping Station to the DCPS; installation of a grit collection chamber at the Central Mon Interceptor; installation of odor control facilities at the WWTP; addition of a new junction box / flow splitter structure at the WWTP; replacement and upgrading of discharge piping at CSO 039 at the WWTP; replacement and upgrading of piping on certain downstream portions of the North Mon Interceptor (NMI); addition and upgrade of wiring, processors, transmitters, receivers, SCADA programming, and other miscellaneous control systems and/or components; reimbursement for recent upgrade and expansion of piping on certain upstream portions of the NMI; reimbursement for recent replacement and expansion of the Canyon Road Pumping Station and force main; reimbursement for recent upgrade and expansion of pumps and controls for the West Run Pumping Station (WRPS); reimbursement for recent addition of a new 16 inch force main from the existing WRPS to the recently upgraded NMI; reimbursement for recent addition of a new 250,000 gallon equalization / surge tank at the WRPS; reimbursement for recent upgrade and expansion of pumps and controls for the Cobun Creek Pumping Station; reimbursement for recent upgrade and expansion of piping on North High, Willey, Chestnut, and Fayette Streets; miscellaneous site improvements, building improvements; and any and all miscellaneous appurtenances, improvements, additions, upgrades, relocations, and/or modifications necessary to update, expand, and/or improve the pumping stations, force mains, pipelines, interceptors, collection mains, storage tanks, shops/garages, offices, and/or related facilities which together comprise the Sewer System; including, but not limited to all related planning, design, engineering, inspection, testing, surveys, piloting, analysis, evaluation, accounting, legal, finance, contingencies, and administrative tasks necessary to properly plan and/or execute the work.

*Contract 9-2009 contains both water and sewer pipeline work. Site constraints and scheduling requirements make it necessary for these improvements to be constructed simultaneously by the same contractor. Separate pay items will be used in the bid/payment schedule so that the cost of water vs sewer may be appropriately identified, separated, and funded accordingly.
